Having an issue with exhaust flow and looking for some suggestions. Starboard side exhaust water flow is steady but port side is just surging. That is, the exhaust gets very quiet for a few seconds. (like the engine has shut down), then surges a blast of water, then repeats the pattern. I replaced the impeller today on the port engine but this did not fix the problem. I should mention that I’ve had no overheating problems with either engine

When mine did this it turned out to be the rubber impellers had stiffen up and the vanes were not fully extending after compaction against the lobe in the housing. New impellers, no more problems
 
It could be something broken in the muffler.

There is a cam in the pump that is removable with a single screw. If that is worn it will significantly effect water flow. Is the pump gear driven or belt driven? A slipping belt could also be a factor.
 
That whoosh thing is extremely common with detroit diesels that have larger diameter exhausts and vernaflow mufflers. I don't think it necessarily means that anything is broken. In fact it's so common that my money is on the reduced water flow being on the side that you think is okay versus the side that's whooshing.
 
Mine did that with the DD. Considering how bad the exhaust were, I suspect water was pooling in some of the sagging sections, or maybe the mufflers.

To be sure measure and compare temperatures near the risers. Any raw water flow issue will be seen there before coolant temperature start rising
