My crews and I had to trim the right of ways to the James river reserve fleet, back in 2007. Many of the ships have electrical pumps running continuously to keep some of the old rust buckets afloat. We actually had to go over hill and dell by foot to get the most inaccessible parts of the line trimmed back to a 30ft ROW. Meant a lot of climbing, in swampy area. There are some of the ships that look like they could be put back in service within the 60 - 120 day window. Most are ready for the scrap heap. My understanding is that due to the asbestos, old fuel, and other enviro's, it's an accident waiting to happen.
