Strange Tank in Both Engine Rooms

What is this tank and should I empty it? It seems to have burnt oil in it with a drain at the bottom.

That is a luberfiner filter. there is a canaster filter in tha housing, to remove it you remove the band held on by the two 3/8 bolts(9/16 heads).
Be sure to brain the filter first, about 1.5 gallons will come out when hot.
the filter is likely a Hastings LF750 of equivelent.
